Objectives: The purpose of the evaluation is to provide the European Social Foundation with an assessment of the gender equality policies in the 27 Member States for the 2007-2013 programme period. The objective of the study is threefold: to assess the extent to which the objective of gender equality was taken into consideration in real terms during the programming process, and to identify any formal or informal strategy/plan put in place to pursue it; to assess the extent to which the objective of gender equality is being integrated into the organisation of the implementation, monitoring and evaluation activities of the current programming cycle for the ESF; to assess the characteristics of the ESF programming and organisation of the implementation and monitoring and evaluation (M&E) activities which are aimed at (or are likely to) generate Community Added Value in terms of support to gender equality.
